At the same time, a vibrant wave of grassroots innovators is emerging—developing promising solutions in mobility, environment, governance, education, property, law, and beyond.

Yet these innovations frequently stall at the various stages due to systemic barriers: limited access to government data and systems, unclear or absent problem definitions from departments, complex procurement and regulatory hurdles, and mutual distrust between startups, public authorities, and citizens. Government bodies, civil servants, and elected leaders, meanwhile, are eager for effective, scalable tools but often lack neutral, structured platforms to engage meaningfully with the innovation ecosystem.
